The new rules would expand on restrictions imposed by the Trump administration in 2019 that prohibit companies from selling US-developed technologies to smartphone manufacturer Huawei.
According to the New York Times, President Biden is planning to impose similar restrictions on additional Chinese firms, government research labs, and other entities. Companies all over the world would be barred from selling any American-made technology to the targeted organizations.
According to Reuters, the White House may try to limit sales of advanced US-made tools to China’s semiconductor industry. It may also restrict American microchip exports to advanced Chinese supercomputing and data centers.
The measures may have an impact not only on the government, but also on academic institutions and internet companies such as Alibaba and Tencent.
While the United States has the highest performance in the Top500 supercomputer list, China has the most systems. If implemented, the new US restrictions would be the most significant effort to counter China’s ability to build supercomputers and data centers.
